We discuss a special value conjecture for the Zeta function of an arithmetic surface at s=1s=1, and how it is equivalent to the conjecture of Birch and Swinnerton-Dyer for the Jacobian of the generic fibre. Along the way we slightly generalize a formula due to Geisser relating the Brauer group and the Tate-Shafarevich group, and we develop some results on the eh-topology for varieties over finite fields.
